Metadata: Cloud Cover Percent

Cloud cover changed from a % estimate to a % range estimate beginning with STS093. Ranges are 0-10%, 11-25%, 26-50%, 51-75% and 76-100% cloud cover. The values stored in the this field for STS093 and later are the upper values from the range.
